If I make a adwords campaign with the keyword “cold fresh fish soup” will it only show on google if they search exactly for “cold fresh fish soup”

also I am just starting and only have $100 to invest in google adwords. From your experience is it better to pay alot ($0.50+) for a keyword that gets alot of traffic? or is it better to find a bunch of 5 cent keywords with less visits?
Please help =(
